Is that how it's reffed now? I thought any touch on the arm in a penalty area would be called now, regardless of intent or distance etc

Last season I would have said never a pen, but now I don't know

they would have given the Lingard one the other day of that was the case. it's not clear any more what the rule is, VAR can do one for me
