Since last season 18 for City 28 for Utd. Others in total won't be more than 28

Arsenal have had 0 pens so far this season, should have had one last week. Last season only had 4 pens in all competitions (3 in the league) so Leicester had 3 pens in 1 game which was the same we managed throughout the whole league campaign last season
