No it's not... it in no way suggests the superiority or inferiority of any race - but unfortunately anything referencing race is now considered racist.
Stories like this make me Whilst most of Whoopi Goldberg's films are bordering on criminal, impersonating her in fancy dress most definitely isn't.
It's racist and sexist because she was actually trying to be Mario Melchiot.
It is ill advised given the current climate and the multitude of other things you could dress up as. But i wouldn't say it was racist.

It's not racist and it's not ill-advised. It's fancy bloody dress.
Dressing as Hitler would be ill advised as that would offend an entire race of people for obvious reasons. Who is going to get offended by this? Nuns? Sol Campbell? Haters of low-rent 1990s comedy-musicals??

On the contrary, this country is actually full of people who do not like and /or do not get what it is to be PC. For example have you every read anything pro PC in a Red Top newspaper? Thought not.
As for this particular incident. Well it may or may not of itself be racist, that depends on who you ask. What it does do is hark back to a time when white people (ie the dominant and often oppressive cultural voice in western societies) “blacked up” (black & white minstrels) for entertainment. Which was and still is racist.

I would argue it is most probably not racist. But it wouldn't take much past "blacking up" to end out there.

How on earth does anyone expect to overcome racism when everytime someone does something it's compared to the history of black people? How about the past is forgotten and then we can just take this for what it is, someone dressing up as a celebrity, who happens to be black.

I was at a fancy dress do a few weeks ago and a lad I know from Norway was there with his bird "she's a Gerry" and someone turned up as hitler and she went postal!
