its the same with Willy hills, they are 3-4 seconds ahead of the TV coverage

It takes longer for the satellite to transmit pictures to the TV screen. If you ever listen to radio while watching TV you will find then radio a few seconds ahead. Also HD tends to be behind 'normal'.
In terms of betting it matters not anyway. Markets are suspended when scoring opportunities arise, otherwise anyone at the game would just use his or her phone and win shedloads before the bookies can react.
