He does have flashes of brilliance in him but he's been largely disappointing so far. Not really sure what his position is supposed to be either.

I think what Arab is saying is that he 'hopes the robbers suffer a long and painful torture, and eventual death' as opposed to displaying any actual allegiance to IS.
