If we are talking about LVG bringing youngsters through then he would have had to have been at the club for several years to have established youngsters in the first 11 now. How can you expect that in 18 months? In any case, I would say that Lingard has been in our first 11 this season ahead of Memphis until this week.
All LVG can do is pick young players and he has done both this season and last (people seem to have forgotten debuts he gave to Blackett, Reese, etc. or the fact that he picked Lingard at the start of last season before he got injured, etc.)
Time will tell whether any of these youngsters make it but LVG can't be expected to make them older any quicker than time will allow.
Could United really just turn to Rashford and say "Jose's in next season so we have a new policy. Bye bye"?

Rashford will get a decent run in the team till the end of the season. If he play well and show that he can perform in the league, Jose will use him If he become our next manager.

If Rashford wont play well till the end of the season his first team opportunities will be very slim next season regardless of Jose becoming our manager

It might surprise some, but Madrid fans place great importance on promoting "cantera" (academy) players, and the lack of players who've come through has been one of our main gripes ever since Perez's first term at the club.
However, the overriding impression was that Mourinho, aware that this was one of his remits, merely sought to gloss over the numbers, at one stage even producing these figures in a press conference as evidence he was indeed promoting youth.
However, only 3 of all of the débutants - Adán, Nacho and Morata - actually managed to appear semi-regularly as fringe players, either with cameo sub appearances or starting as the only available alternative when there was an injury crisis.
Mourinho also tried to explain the lack of opportunities for youth players by laying into youth coach Alberto Toril, accusing him of refusing to play them in the positions Mourinho requested.
There were several other controversial issues regarding Mourinho and the academy.
One example was that of Pedro Mendes, a Portuguese full back whose agent was Jorge Mendes and was signed for the reserve side. Despite the fact Mendes was barely able to get a game for them, Mourinho snubbed the reserve team starlet Jesé and handed the Portuguese full back a CL debut with the first team when he'd only made 3 appearances for the reserves.

I still think Zouma is a poor example, as he was signed for over £12m and was a 1st team regular in France already.
Zouma has never been a regular for France.

He wasn't first choice for St Etienne though, contrary to belief, he had the excellent Perrin ahead of him as well as Pogba. Third choice/rotation to starter for the champions is a very big step up

Pogba and Zouma play different positions though LSTD - and I hadn't realised Pogba played for St Etienne
Pogba has a brother who is a CB for St Etienne, he was however out with a knee injury that season, but anyway whoever it was I have forgotten his name
Zouma had 15 league games as a CB in his final season, 8 of which were as sub. The rest of his appearances came as a RB
He was largely rotated throughout his st etienne career so for Mourinho to trust him is a very big deal imo, transfer fees mean very little these days, look at Cuadrado
Jose's about as good with youth as Wenger
Now there's a guy that can't do anything with talent!
