Technology doesn’t really have anything to do with it, unless they’re capable of communicating by creating and transmitting particles we aren’t capable of detecting.
We can (and would) detect any transmission made anywhere on the electromagnetic spectrum (by way of detection of the source or the transmission itself) from
the most ionising radiation through the lowest frequency radio waves).
They’d actually use microwave radiation, as it’s the best at communicating over huge distances (galaxies create a lot of low freq background noise, and high freq transmissions are absorbed by and emitted by planetary atmospheres). We’d also detect via secondary means any energy sources can panel of transmitting decent amounts of information coherently across interstellar space.
Other options would potentially be the use of gravitons or neutrinos (both have some useful and different characteristics which might suit long distance communication), but you couldn’t communicate from Earth’s surface (or remotely close to Earth) with gravitons, if they even exist, and detecting neutrinos at the other end might be a little tricky, as they tend to pass straight through physical objects like planets

I'm perhaps being fanciful but if they can get to us they can already travel faster than the speed of light which we think is impossible
If they can do that they can probably do the things we already know are possible like avoid being seen

It might, however, be possible to fold or skip space in some way we’re yet to see or understand and by doing so shorten distances between two points.
