Maybe the OP should get off his own high horse and take a look at the incident and the reaction by the authorities rather than the just racism being present.
I’m not quite sure what your issue is tbh. As you said, City have acted swiftly and decisively. No one can actually stop these incidents from happening, you cannot prevent an individual from being racist, you can only react to it.
These incidents are extremely isolated given the amount of people who attend football games all over the country, and when something does happen it’s condemned by a huge majority of people and dealt with by the authorities. It’s not even remotely similar to the culture of racism you refer to in the Eastern European countries, so I don’t know why you’re going on about ‘high horses’

Whilst the levels of overt racism are certainly different in the UK versus sections of Europe, the levels of ridiculous abuse hurled at footballers by fat, gammon-faced, foaming at the mouth double digit IQ morons is easily comparable, and I include United fans in this as well. I was at OT for the Villa game and had a bloke behind me who spend 90 minutes raging behind any reasonable level at the players he's come to support over something as trivial as a football match.
Why are grown men getting so furious and aggressive about a bit of entertainment? The bloke in the City crowd who did the monkey impersonation is rightly being shamed and dealt with, but look at everyone else around him. Hand gestures, verbal abuse, aggression... It's basically a Tommy Robinson crowd in football scarfs. Football stadiums - all of them - are *packed* with people like this. Naturally racism will fester in these sorts of environments.
*All* abuse needs to be stamped out of football, both racist and non-racist, because one feeds the other, and, frankly, why is anyone abusing anyone else in the first place?

It was one idiot at the city game and probably one idiot at the game in the lower league, where the game was stopped and the club and police are doing they’re best to find out who it is.
We haven’t got united fans coming out and defending city fans rights ala Italy and the stewards certainly weren’t standing there doing nothing whilst hundreds of the crowd abuse the players like in Bulgaria which you brought up.
