Levy and Lewis have the final say on transfers, not the manager, something which Mourinho is about to find out, when his list of targets is quickly ignored.
----------------------------------------------------------------------

Lewis is never in the country, so would have no say in signings. And he knows next to nothing about football.
----------------------------------------------------------------------
Lewis has the final say on how much money is made available for players

This is way too simple a statement and you have no way of supporting what you say!

Although you're right that recruitment needs to be better, it's easier said than done. For most clubs it's not strange for 1 in 3 or even 1 in 2 signings to 'fail'. And if you view 'succesfull buys' the way you have done (Toby, Dele, Son, possibly Moura=decent buys), then the odds get even slimmer.

Even those scouts/DOF who have a spectaculair track record, like Monchi (@Sevilla), Walsh (@Leichester) and yes Levi @ Spurs can have a longer bad patch like they now do with Rome and Everton.

Liverpools succesfull signings is not the norm, but just a 'lucky' snapshot in time. What isn't lucky is that they have a long term plan and are setup to find gems that can be made into better/world-class players. Same with Man City and buying 'underrated' players for their style of play. You don't see any of that at Spurs, Arsenal and Utd at the moment, it's just panic buys galore...

I have seen every home match this season and also the away matches. I am certain I have seen the cameras pan on DL every game.
To suggest he only attends 1 in 5 games is pure fantasy.

As for finances, you need to understand how Lewis and Tavistock operate, ENIC is a company under the Tavistock umbrella and is one of many such companies.

Lewis does not interfere in the running of these companies, he has enough faith in his appointed officers to allow them to make the day to day decisions.

Levy also sits on the Tavistock Board and has quite a major say in things.

Levy has been a Spurs supporter since he was 8 years old, so his heart is in the Club in a big way.

I cannot believe that Jose took the job without some written guarantees re the transfer budget available. Having said that budgets work both ways, in order to spend you also need to offload players.

Levy being the complete businessman that he is, will have surely inserted caveats and clauses in Jose’s contract, which will revolve around league position, trophies won etc. This would allow him to mitigate any payout if Jose fails to achieve the desired outcomes.

Levy the highest paid chairman in the league but in terms of silverware won, for any chairman that has ever won any he must be one of the least successful in world football.

Of course it’s nothing to do with players failing to turn up is it?🙄

Excellent post Genius. Levy is as you say every bit a supporter as we all are, so I never get why supporters are always critisisng him.

Of course it is but Levy is the main issue and I'm not surprised the majority of fans have come round to this point of view.

Levy is not the highest paid chairman.

I think in 2018 his pay was the highest but this included bonuses, some of which were deferred from previous years, so it jumped to a massive figure (£6m?) but is typically about half that.

So picking injured unfit Kane in the UCL final over in-form semi-final hero Moura is down to Levy. Our poor performance in that final all Levy's fault. Bringing on Llorente with 8 minutes to go, taking off Sisokko and bringing on Dier

Poch has done some wonderful things for this club and so many hold him in very high regard, rightly, but he was not perfect. You can say the same for Levy, but you cannot solely blame either Levy or Poch (or managers that have come before) for our failings.

The problem with Levy is his attitude to the current market for players.
He is on record many times saying he thinks prices are ridiculous and he will not pay them.
While he may be correct, his thinking leads him to buy "left overs" or last minute offers.
So for example we didn't buy Dybala, a top class player we could really use now, when the opportunity arose, Levy making various excuses about contract clauses etc etc.
He may be a "spurs supporter", but he is foremost a pinch penny and always will be. And the club will suffer in the doldrums as a result.
Of course, Levy doesn't see it that way!
