Based on his testimony alone, Yes - he was harshly treated. An off-colour joke to a friend that reached a wider circulation than intended is not really grounds to be thrown under a bus.
However, worth noting that we've only heard his side of the story here.
For me a ban, after taking everything into account would have been fair. You can't just sack people for bad comments they've made. Nobody would be in a job. Everybody makes mistakes and most mistakes shouldn't carry a 'life sentence'. Obviously it would be a two strikes and you're out.
