Jose gave him his PL debut. He has since said he's not ready for to step up yet and doesn't want to ruin his career by rushing him.

Lo Celso was injured for the majority of his time under poch but when fit played the last two poch games back 2 back so the evidence is he would’ve played lots under poch.

What's the difference?
They're both very young players who came through the academy. Neither had much, if any PL experience, before José came in.
You said he won't develop players or trust them. Yet has given Tanganga numerous games in 3 different positions.
The difference is their position.

Technically, Lo Celso was Poch's signing - and he hardly played him. Tottenham triggered the buy after José gave him a good run in the team and justified turning the loan with obligation to full contract with the club.
