There was a safe standing roadhsow thing that went around lower league grounds a few years ago that showed how rail seating would increase capacity.
I beleive the main issue is that the stand that contains the standing area ha to show how it can effectively manage an evacuation of the increased numbers. If that can't be safely managed, then the 1:1 ratio has to remain.

I had read a while back that Old Trafford would have a 91,000 capacity with this type of seating. Maybe it could be implemented in the lower half of the South stand and cheese wedge for next season in the Premier League.

Thats interesting stuff and makes me wonder why the capacity isn't increased at Celtic?
If the German example was used at Tottenham (I believe the whole south stand can be converted) you could be looking at a 75k capacity for league games. I won't hold my breath!
