Shearer - most goals, 1 title
Would say those 2 should definitely be the first. 3rd spot is up for debate.

Shearer will be first without a doubt and then probably Cantona.

As a Liverpool fan this makes me sick to say but provided managers are included, which they should be, then Fergie and Shearer.
The quotes from the CEO of the PL seems fairly clear that managers aren't considered:
"Since 1992, the Premier League has been home to world-class players who have defined generations and provided us with compelling football season after season. A place in the Premier League Hall of Fame is reserved for the very best. It will be an occasion for our fans around the world to look back over the years and help us celebrate some truly exceptional playing careers."
is there going to be a physical hall to visit? Like Madame Tussauds for footballers with interactive displays and such?
Like if shearer gets in, you could have a display where you have to try to mimic the boring one hand salute celebration.
Or see who is hairier, you or giggs.
