He was never in Europe long enough to play the big boys with either us or Celtic. He is one of the worst managers when it comes to European competitions.

I'd say Chelsea are stronger this season than last. Especially with a very inexperienced manager. i think Frank has done a great job and will continue to improve. It will all depend on his first real transfer window, and if he can recruit the right players.
Chelsea are in a better position than Arsenal, Spurs and Utd (not just the league table).
