I think if they’ve threatened to smash your windows then I’d get someone else in to finish the job

And be thankful that they didn’t threaten to smash your back door 😂

Down payment as a gesture of goodwill,
Full payment upon completion
It depends on what your original agreement was regarding the amount of work to be done and the amount to be paid. I would pay them according to the completed percentage of work they agreed to do. It sounds like they are in breach of contract so if you pay them proportionately you will have shown good intent and will be legally sound for anything else that may happen.

Polish, Albanian??? FFS! What does that add to the discussion?

The chance of communication issues? The possible difference in expected working/payment agreements.
If the op has asked them to come back another time to finish off they might be nervous about getting paid at all. I'd suss out what percentage of the work they have completed and pay them that percentage of total amount to fix the relationship. If you are happy with the work that they have done then tell them you are happy for them to come back and complete the works if they want to.
Also..
keep a written record of events, keep any phone texts or messages between you, take pictures of what they have/haven't done.
If your local Citizens Advice Bureau is open go and see them.
Report their threats at your local polce station as they have committed a crime by their threats.
Chances are that they believed they’d get the job done with no interruptions which would be reasonable given the superb weather we’ve had.
Being delayed through no fault of their own means they won’t get paid on the day they believed they would and that interrupts their cash flow and yes, maybe even the ability to put more food in the table.
Nobody’s at fault here but I’d give them something like 50% of the area represented by value in the interim. So if they’ve done £1k worth you give them £500.
As for the threats you should also mention any repeat and you’ll get the job done by others regardless of the cost and that also the one who threatened your property comes nowhere near your house ever again and doesn’t form part of the completion.
Tool up. For sone m60’s to the window frame. Pig spike traps in your garden. Get a pet leopard to roam your garden. A tv showing Liverpool’s CL run!on repeat outside
Fackers won’t come anywhere near your gaff

Pay them for their paint and materials only, now.
Balance on completion. And ask them for a completion date and hold them to it.
Maybe threaten to go round and break his windows if they don't do a good job on time, too.
And in future do jobs like painting yourself.
If you can pi55, you can paint.
Depends if there are high value materials to get before starting the job. Paid a guy to install a log burner, the materials were £800 (not including the log burner that I supplied) I paid him up front a deposit, can’t remember how much and the rest on completion. Like any job, you get a quote in writing and do what you need to do.
If you’re paying cash I hand for a paint job on the house, then you agree before hand when money is paid. After the job is done IMO.
I do some contract work and have mowing machinery which I use for small jobs and always take payment after the job is done.
