He could be and as the potential to be but I don't think he is just yet. What he has achieved since arriving is nothing short or sensational and he is definitely our biggest asset.

Don't think he will stay longer than 2024 when his contract expires. He has a lot of winning to do in that time.
How do you measure it?
Paisley took over from Shankly with everything in place with Fagan and Kenny continuing the trend.
Klopp took over from Rodgers when we were dire and had not even recovered from the 6-1 Stoke drubbing.
If we win the league and CL in the next 3 years you could say he is behind Shankly
Considering he broke the very long drought, his win percentage and trophies won he is well up there. Win the prem and champs league again and I will have him possibly our best ever manager.

could do. Unfortunately City are about and can spend teams into oblivion so could easily not win any more and still be doing a fantastic job. Ultimately he'll be judged long term on his trophy haul regardless of how good a job he does(which is wrong but that's life)
Expect the same from Klopp again next year, focusing on the PL and CL.
If he gets one or both he won't be far off

I would say he has probably overtaken Fagan but is still below Shankly, Paisley, and Dalglish. It will be difficult to measure him against these in that the footballing landscape is very different in now to what it was then.
Kopp is certainly very unlikely to match Paisley's trophy haul, and he didn't raise Liverpool up from the second division like Shankly so I imagine he will never go above them in many fans eyes. Similarly, Kenny has such a deep connection with the club through so many roles that I am not sure anyone else could compare ib terms of adoration.
Klopp is certainly the best manager I have seen us with and I would put him 4th overall.
I was only born in the late 80s so I know very little about the individual managers before Shankly, and so my ranking of them starts with him and goes:
Paisley
Shankly
Dalglish
Klopp
Fagan
Benitez
Houllier
Rodgers
Evans
Souness
Hodgson
He is the one who brought us back to competing for league titles and CL. Before he came we were a mid table club with an average title challenge once in 10 year. He is the one who build this club back to winning the big two trophies.
One more league title or CL win and he will be third for me.
Got to look at the whole package, what he took over to what we have now. From the final losses, 2nd place with 97 points to the successes. The jounrey has been brilliant, lot of ups and downs. I would argue making finals is a success in itself, the journey is most important to the fans, the memories both good and bad. And with Klopp those are the best i've witnessed as a Liverpool fan. Though i wasnt alive for the others with more success. Few more big trophies and he will be up there in third or so surely.

Paisley built 2/3 teams but inherited a team off shankly
Fagan won a triple but retired. Tragic circumstances
Dalglish took that team, won a double and then built his own but then let it slide badly.
So for me. While I greatly enjoyed and loved that team of my youth I could nto put kind kenny in 3rd place.
Kopp 3rd. Take your pick of shanks or paisley.
I can't believe people even put rodgers on a list btw. might as well put hodgson in.
