Nah they're both done.
I just don't see how Arsenal pull themselves back into a top 4 position. The likes of Wolves, Everton and possibly Newcastle with the takeover look likely to overtake them. Martinelli looks quality but will push for a move in a few seasons if they don't fix themselves up.
As for Spurs, I always thought people underestimated the job Poch did in terms of turning them into an established top 4 team. The fact that people were even comparing their achievements with the likes of Liverpool and City was an achievement in itself. The Mourinhosaurus will get them nowhere near those levels.
