Most of our governments try to downplay it, but every single infrastructural, research, or otherwise strategic "Western" installation will have a sysadmin constantly pulling his hair out trying to keep them at bay. Desperate attempts from Russia to remain relevant in the modern age and the world seem to be buying into it.

So he does everything he can to hold onto his position, deals with oligarchs, appeal to the patriotic masses, suppression of dissent and as a last resort foreign "investment" if he needs somewhere to run to
