Winks reminds me of Scott Parker. PEH reminds me more of Henderson.

Not a bad comparison actually. Neither Hojbjerg nor Henderson is a pure DM, but both decent defenders who also like to break forward and make their teammates look better.
I rate Hojbjerg, I think he'd be an excellent signing for Spurs and could potentially revitalise both Ndombele and Winks

No, that's unfair on Parker. He was tactically astute and led the team from the front.
Winks is a shy midfielder who when face with more experienced players, get intimidated and doesn't go forward.
