You will have 2 PL/EL games a week from the off until (assuming you get to the groups) December 10th.
No idea how you (or any European competitior) can play in the League Cup.
Plus there are 4 PL games to catch up on from the delayed start.

It is going to be hectic.

*2 PL/EL games a week means one of each, btw - not 4 games.

Assumed the seeded team got the home advantage but it seems as if it is done by draw. Some not nice trips possible there.

Just leave our PL XI at home and play the youth and fringe players until we qualify for the group stage. If the reserves fail to qualify then so be it, we can not hinder our chances of a good start to the PL if it can be helped.

I’ve heard of none of them.

Most of them? Considering I'm extremely confident about my football knowledge I can honestly say I've never heard of a single one, and I've played enough FM/FIFA over the years too including scouring small foreign clubs for wunderkinds

I'm going for zero as well, even though I watch Belarussian U-14 football every day... allegedly.

Any chance Spurs can get Rangers?

(Rangers are a small team from the UK county of Scotland.)

Other countries dont have a league cup. Only FA cup equivalents.

But we do, so that doesn't help Spurs.

So far heard a couple of alternatives. One, scrapping it for this season. Second is the European qualifiers do not participate.

The first option seems likely if fans aren't allowed in - which is almost certain - as there will be little to gain for the lower league clubs.

The big clubs may oppose the second one - or at least the Europa place attached.

Can't be much chance of it going ahead as normal with the schedule as it is.
