Given that we clearly have an abysmal scouting system, why don't we just poach players that Wolves/ Leicester are about to sign?

I guess to be fair the scouts are working to very tight contraints as well. For all we know they could have identified a whole load of players that would make great signings and Levy has said no to all of them over price. Sounds likely if £5.1m for a striker is too pricey!
