What relevance has Reus got to do with players who have struggled after Dortmund?
The reason Kagawa and Mhki failed at United has nothing to do with them coming from Dortmund, that’s such a idiotic nonsensical view. Kagawa failed because we bought RVP and his role was in question from that point on. Mhki failed because he clashed with Jose like many players have. Will Haaland and Bellingham also fail at any club they join after Dortmund and why has Lewandowski done so well at Bayern? It’s flawed logic that is down to the individual than the club they have come from.
Being English I’d imagine Sancho has a far better idea of what PL football is like even if he didn’t play in it for City.

He has no relevance. He hasn't left Dortmund.
Mhiki failed at Arsenal as well. Kagawa wasn't the same when he returned to BD. But it's not just them. Sometimes the league, the club(teammatesaand coaches), and the system suits the players. And when they join a different side they just don't reach the same heights. Others do excel such as Lewa, Aubameyang, Hummels (any others you want to add to the list?). Others are average and the rest don't do as well as they did.
Haaland and Bellingham have been there for a short time - both also rejected coming here (or fees not agreed due to agents or clubs and whatnot). They may go on to be world beaters or they could flop (plenty of examples players flopping as well as being hits). When Barca spent 130-140m on Dembele, they didn't think he'd flop. Sancho would be a record fee for United. People still argue about Pogba not living up to the fee paid for him. Sancho will face that pressure and more. On top of that, we have Covid-19 about and the club losing money due to the issues surrounding Covid-19.
We also need to strengthen other areas. If we cannot agree a fee that is manageable then we should move onto the other players we want to sign in other positions.
Based on what I read, BD want that fee paid in full. No add ons, not broken down and paid in installments, etc.
The question should be how much stronger the side would be with Sancho vs strengthening the other positions we need to improve on. Do you think his signing at the fee he will command, will negate the need to strengthen other parts of the team? We have to consider how much singing him vs the others would bring us closer to winning the title, etc. It might be a case of let's sort out the other issues and wait another year to sign him (he'll have 2 years left and may not renew to add a year).
