Look at what he actually said.

He didn't actually say that the govt should feed starving kids (he probably doesn't actually believe that). He just said that it looks bad if they're seen not to.

I agree with the point you're making mate. It's an absolute disgrace.
He's a very clever guy IMO and chooses his words carefully.
'Not being seen to give...' as opposed to 'not giving' is the clincher for me.
It's a minor point in relation to the overall subject though.
