I'm assuming you're talking their respective peaks because right now Bale isn't a top flight standard player let alone a world class one.

To answer the question that would be Bale, never known someone to max out his athletic qualities so spectacularly.

Perhaps best to compare with when Son finishes the season. He is a fantastic player but has played at a world class level before for 10 games or so and then can drop off in form for another 10 games. This season seems to be the longest time of consistency he’s had playing at his best, if he finishes off the season with little drop off he will be in the running for PFA player of the year and will be a significant factor for Spurs battling for the PL.

One things for sure, they are both by far the best players to come from their respective countries

This. Prime Bale was one of the top footballers in the world. Son hasn't reached that level where he could win games on his own, on a regular basis. Amazing player but prime Bale was just unplayable, hence why he went to Madrid, and won a load of CLs, as the world's most expensive player.

Although should be noted that Bale left Spurs just after his 24th birthday, and Son joined just after his 23rd.
