I think you are misunderstanding what he has said. He's kind of dismissing the lesser cup competitions as being a mark of progress and saying that the league gives a proper reflection, which it does. There is nothing wrong in what he has said.
This loser needs to be booted out of the club asap. His defeatist attitude is even worse than Moyes who said we needed to look up to City.

How is it defeatist or remotely like what Moyes said? If you were to accuse him of being arrogant and looking down on the EL, I wouldn’t agree but at least the point would make sense. What he’s said here is almost the opposite of Moyes saying we should aspire towards City.

Given that we’d just clinched the title a week or so before each of Sir Alex’s CL wins, I’d argue that there was already a chink of progress in the league and that he didn’t really need an ego boost.
He’s right. We need to concentrate on top 4, then play a weak team in the CL so we exit early and save our players for the push to get top 4 and get back in the CL
