The way I read this was the league would start and no one could be relegated. But once it reaches its full occupancy they bottom X clubs would get relegated.
I would love to see the tip clubs in Europe play each other multiple times in a season. But you need to have qualification to be in it and this should be all 20 places each year.
I like the format of this as the group stages of the CL are crap, but then the new Swiss model that is coming could work well.
