Card waving is quite normal if you can't speak the language, same as hand motions.
There's a youtube video out there of the card waving that proves my point. I was at the game and I can assure you the referee was in the opposition penalty area, not next to the oppositions dugout.

Somehow the reasoning sense of Man City fans has evaded them once again following this defeat.
