Nope not too early to tell. No vaccine ever has led to people suddenly becoming ill years later. It's mental to think that this would be any different and there's no medical basis for doing so. How long do we wait? 2 years, 5 years, maybe 80 years? I have a feeling most people who've been vaccinated will be dead in 80 years. Blame the vaccine

Not sure on the one vaccine thing, though I'd guess it would be accepted, as the reason they're waiting til October is to give people time to have a second one. I think a negative test is accepted
