JH, if its still at 5 teams, Pranks will join and form a B team to even it out. But his team can't be promoted, even if they come 1st.

So this is how I'm thinking,
6 Team League = 2 for Promotion.
8 Team League = 3 for Promotion.

yeh, you need 10... worst case scenario Pranks will join to complete it. But he'll join last minute, so hopefully someone else will take the spot.
