We will never know for sure but hard to agree with this.
Peak SAF would have given Pep a run for his money and I feel would have got a few premiership titles.
I think Pep is close to SAF, than Klopp currently, simply because of rebuilding teams that went on to win. This is eskewes somewhat, imo, simply due to money that City have and Pep being able to buy pretty much two teams. Klopp is closer to SAF currently, again my opinion, that he has limited resources (although able to spend big on odd players) and brings through the odd gem from the academy etc.
The downfall for Klopp, if you can even call it that, is that he hasn't been in it lon enough to rebuild a team to success agian and again.
Overall I prefer Klopp as manager to Pep in my heart of hearts. That's not saying pep is chit or anything just that he has had resources like no other considering City put in place a programme to bring in a backroom staff etc in preparation for Pep. SAF and Klopp came to sleeping giants and had to build from scratch.
Under SAF I remember we took our foot off the pedal once we won PL titles. I’m sure there were a couple of seasons where we could have had high 90 points totals if we kept pushing on so I’m sure that with the kind of money current United managers get combined with SAFs genius we’d push City all the way and swap titles every few years. You saw SAF step up when Jose first arrived and many doubted whether he could. I’m sure the same would count with Pep.

Slightly off topic, but talking about old United teams (Under SAF) people often overlook how close we came to a hat-trick of doubles.
I personally believe Cantona's suspension was only reason we didn't.
94 - double
95 - runner up in both (Cantona's suspension at the business end)
96 - double (Cantona back when it mattered)
that was some team!!

The issue with City is that they have had a few managers that ferguson would have chewed up just as he saw off mourinho who should have dominated longer. pelligrini or mancini would have been done by ferguson no question.
But then man utd spend most and pay most (apparently) so they ought to be competing mroe and heading for a decade now without challenging really is atrocious
The reality of klopp is he did the same at dortmund. built a side, won two titles and got to a CL and then bayern just over powered and bought up his best players or free transferred them in.
Liverpool simply cannot complete in fees but are throwing cash at over paid aging players to keep them sweet. It is now showing on the pitch.
