If you're adding Mourinho, you might as well add Ferguson, Cruyff, Clough, Shankly, Paisley or Nicholson. Jose's not been world class since his style of football and training became outdated so to put him in pot one in this day and age is frankly absurd.
He shouldn't be in any pot as far as I'm concerned. Put him in a bin alongside Neil Warnock and tell them both it's a pot to stop them whining. Has beens.

Simeone’s efforts at Atletico have been incredible and don’t get the recognition they deserve. He’s definitely elite. Ancelotti also a tier one manager. Naglesmann deserves a shout at least for tier 2. Would also add all of Mancini, Gasperini, Lopetegui, Gallardo, Gaultier, and Allegri to the second tier list. Also Zidane needs to be demoted a tier down. Agree with the comment that he was more right time right place kind of guy.

I think simeone is struggling the last few years. A few years ago I’d have said he’s world class.
I don’t agree with people questioning zidane. You can’t argue against 3 CLs in a row. The hardest competition in football to win and he did 3 in a row. Yeah Real were a great team but other teams have been equally if not more great and they couldn’t win 3 CLs in a row.

You're both right in your own ways. Yes, Simeone deserves huge credit for lifting Atleti out of a dire financial situation to achieve what they have, but Wahl's also right that he's been underwhelming for a few seasons now, even allowing for the league title - over which Atleti fans were understandably ecstatic nonetheless.
Atleti, with the third-largest budget in the league, actually came close to bottling it after holding an enormous lead, with Madrid in the middle of a big rebuild and Barcelona firmly on the road to disaster. He's also wasted an absolute shedload of money on a long list of failed attacking options.
All in all, a good manager still, but as much as he's tried to add variety, he almost invariably reverts to type and seems to have only one way of playing against the big teams.
