I haven't had the stomach to follow the news about this earthquake, but I did read a headline a few days ago saying they'd rounded up and arrested a whole load of constructors accused of falling foul of building regulations. I remember they did pretty much the same after the another earthquake a few years ago. Fat facking load of good that did.
