Well why is it taking so long if not?

Seems to me like Chelsea and Liverpool have f***ed themselves over by trying to hijack each other's targets. Now it looks like Chelsea will pay at least 10mil extra for Caicedo and Liverpool may pay 5mil extra for Lavia.

Boehly-Clearlake are worth in excess of 25 billion, i doubt if they are struggling to find the money.
