With the news that PSG are apparently going to splash close to £100 million again just a few weeks after falling foul of the rules by overspending are they just ignoring all the rules, and will they be really jumped on if they again break the rules? They obviously don`t seem to care much for rules.

FFP only looks at the profit and loss account, how PSG pay for it is irrelevant to te break even part of it.
In terms of the additional sanction, I'm pretty sure that is based on overall cost.

Yeah they look at it year on year..
If they had a £30m outgoing in one year it would be more if a hindrance than £10m a year for four years.

That doesn't matter red, you are thinking of te balance sheet. Any transfer fee is amortised over the length of the contract for the profit and loss, as it is the asset depreciating.
If they buy Luiz for 40 million on a four year contract, it will be a 10 million loss every year for four years regardless of how they pay for it.
