The Manchester clubs will both invest, (City especially). Liverpool won't sack Dalgish this summer, so I'm not too worried about any purchases they may or may not make.
Chelsea have a really tricky job ahead of them. Firstly in finding a decent manager willing to work for the trigger-happy Russian. Then to negotiate the breaking up of an aging squad that has been shown to have more power than is healthy within any club.
Tottenham will only invest heavily if they finish in the top 4. If not, it will be more stop-gap/loan signings for them.

I can't help feeling he's just saying this to appease us at the moment. He said it last year, and the year before, and we ended up getting unproven players yet again. This summer, fair enough, we brought in Big Mert, Arteta and Yossi, plenty of experience there.

which is why i'm sceptical about the supposed signing of podolski. i think it's a ruse to a. appease fans so they renew their season tickets and b. coax van persie into signing a new contract. when either or both of these things happen, i'm prepared to bet that we won't hear podolski's name mentioned again.
and the idea that we only need 'one or two' signings shows that, again, wenger has slipped into a false sense of security. van persie has scored 45% of our goals, and on far too many occasions he's been the ONLY difference between wins and draws/defeats. a lack of squad depth meant that underperforming players like ramsey and walcott (save for the last three/four games) were guaranteed starts for most of the season, without fear of being dropped.
there are warning signs there, but wenger either isn't acknowledging them or he refuses to.
The only way Kenny won't be at Liverpool next season is if he himself chooses to walk.
Whilst the owners have chucked money at the club to appease the fans, they're not in a strong enough position to sack a guy who is considered an Anfield legend.
Whether he's learned any lessons from last summer will only become apparent when the transfer window opens this summer.
I know it's easy to laugh at Liverpool, but with Dalgish at the helm I genuinely still see Chelsea and Spurs as more of a threat to us next season.
And both those clubs could be without a manager for at least some of the summer.

Once they go. They go. No Denilson, Bendtner or Arshavin. Podolski is Arshavin's replacement so a permanent deal must have been done to start after the loan finishes.
Liverpool need a striker and a couple of wingers. Dalglish will probably sign Darren Bent, Jermaine Pennant and Matt Jarvis for a combined £70 million.
We will be much better next year. This season was the worst possible start with the shambles of the transfer window, doomsday atmosphere from fans and media, everyone calling Wenger deluded, that he's lost his marbles and needs to be sacked. Frankly the people saying that look silly now and if we finish 3rd the vibes will be much better, and it's very rare we don't sign at least 2 or 3 players in the window.
