you're a little overboard with the 5/6 years
you're still not having luck attracting top players even with this 'warchest' and you're still in a state where if one of the top3 in England or another 4-5 clubs on the continent come for a player they'll leave on the spot. It's a tough cycle to break.
We have a fair bit to be confident about as well. Just the addition of Coutinho and Sturridge turned into a lot more goals. We also have a very young side where many of them will improve just by being a year older (Sterling, Ibe, Alberto, Allen, Henderson).
For the next couple of seasons I see us improving even if we signed no one because of this and they're all getting more familiar with a very different, continental style of football that's been producing a lot of goals (even when Suarez was out).
We're at the low end of the second tier, you're at the higher end.

I can see why you're so excited to stick in the knife to a big target (us) after the Manchester sides & Barca pillaged all your class players. You finally (potentially) have someone to have a 'one up' on in the transfer game and there's a lot of bad memories you'd like to take out on a 'peer' of sorts.
Barca, Chelsea and Madrid gutted our side in recent years so I can sympathise.

Arsenal are only a small way ahead of Liverpool due to their continuity in Arsene wenger.
That is your only competitive advantage.
It'll be tested this year that's for sure. Suarez won't be joining arsenal for the current bid.. as its already been rejected.
