I don't like the idea it stifles competition. There's better ways to reform football.
If it's a fine UEFA will be sending a message to say its ok to break the rules as long as you pay us off.
UEFA cannlose a lot more credibility over this and they need to ensure there is a real impact on the club. Id say it should be a £10m fine and 1 year transfer ban wit a warning that any more failures will result in bans from European competitions.
