What they have said is that by repealing restrictive anti-strike laws and introducing their Employment Rights Bill, they aim to create a climate where strikes are less likely because disputes can be resolved earlier through negotiation, fair pay agreements, and better workplace protections.
Keir Starmer and Angela Rayner have both argued that the Conservatives’ approach of legislating against strikes “inflames disputes,” whereas Labour’s approach would be to negotiate and resolve issues before industrial action becomes necessary.
In other words, their assurance was about reducing the need for strikes, not guaranteeing their complete disappearance.
So the line is: Labour didn’t promise that strikes would end — only that their policies would make them less frequent by tackling the root causes.
