I've worked in many different countries myself over the last 15 years. If the whole world applied this rule I would have had to learn another 4 extra languages in addition to the 4 languages I already speak.
From a European or UK perspective it may look like it makes sense but to the rest of the world it's not practicable at all.

What if all the countries had the same requirement? It's a complete joke that will be removed whenever it shall become possible to do so. It's not practical at all.
They forget we are the ones who are the expats, running oil, mining corporations across the world without understanding a word of the local dialect. Overall emigration from the UK is actually pretty high all things considered.
