I don't think they really care about upsetting people. They could do all they like and people will still vote for them.
Besides, there are other places facing lockdown, such as Burnley, Kirklees, and the areas between these (Pendle, Rossendale, etc.) that have little Muslim or Asian population.

Kirklees, Pendle and Burnley all have at least double the average Muslim population in UK based on 2011 Census figures. Baring in mind the birthrate of UK Muslims is much higher than non-Muslims, I'd expect that those figures are now on the low side, with almost 20 years having passed.

The last census Kirklees has about 15% Muslims/Asians, Pendle is about 15% Asian, and 10% in Burnley are Muslims (11% Asian). In England the national population for Asians is above 7% and at 5% for Muslims.
