Their transfer ban was nonexistent. They signed Pulisic 5 months early and were also allowed to make the Kovacic move permanent in last summer's window. Those deals combined cost £100 million

Didn’t they sell Morata and Hazard for like 200 mil? Plus all the loan fees and fringe players they’ve offloaded.
And Roman has had Chelsea operating on a sell to buy setup since 2011, when they signed Hazard.
