Usually, the later in the window the better as it means you get a much fairer distribution of players as more transfers have been completed.
Say Lewandowski moves to Chelsea, but we've already done the draft, he's then up for grabs (i think) either on 1st come 1st serve basis, or by luck.
If the Premier League season has already started, then he goes to the player with the least points. But that player could have an insane team, just had 1 bad week (bad fixtures/injuries etc) and then they've now got a huge advantage for the rest of the season.
Seeing as not many (if any) transfers will be made between players, you need to get it as even as possible via the draft picks
