I think that the DOF and the manager are a team, so they would need to be aligned.
The DOF needs to look after the overall aspects of the team so if he is creating a vision for the football side of the business then this is very possible. He'll need to recruit.
The delay is due to Levy trying to find a loophole in FA rules to allow him to be our Chairman AND our Manager.
After all he's been acting like the manager for the last few years, so might as well put his name on the door and be done with it.

yeah it does matter, because you want a manager to be in comfortably before the start of the season so that they can get used to the club, their squad of players, and instill their way of playing.
We'll be playing like virtual strangers at the start of the season as there'll be no identity.

This exactly. With Covid and Euros getting a new manager in before July 1st was always going to be a tough ask.
Even if we got Conte in early....who is at the training ground? Who can you sign when most quality players are at Copa or Euros. Which player is leaving the tournament bubble to do a medical? Answer..none

All clubs can do is agree fees subject to medical and who would agree a fee when a player could get injured at Euros or Copa? This leaves you only able to sign or sell players not at competitions or Free transfers.
The rest of these rumours are only rumours as clickbait.
Levys media management is the real issue. Everything else isn't really a panic. The press just want us to be the circus and our PR team is obliging.
Fact is no manager is doing much right now. There won't be any preseason tours like previous years so press are overstating the need for a manager to be in early.
Main thing is Paratici gets rid of deadwood that are not in continental competitions.
