I would think/hope whoever does the vetting for prospective Knights of the Realm would be competent enough to find out what seems to have been quite well known by his colleagues.

Of course it doesn't mean that. Security services should pick stuff like that up when doing vetting. Your last statement though basically means that unless you were working for security services or directly with Saville; when you first heard is completely irrelevant to whether they knew or not.

It doesn't matter, the point is people were aware of it as far back as 78. If John Lydon was aware of it there's no reason the security services weren't. On balance it's difficult to take a view that a blind eye wasn't turned to it.

Johnny Rotten knows more than (Who actually is responsible for vetting?) MI5?6? The Met? Dixon of Dock Green? Keystone Kops?

It must have been incredibly difficult for the victims to see him knighted. To know not only had he carried out abuse on them but had been given status by the Monarchy as a license to continue.

I doubt vetting would involve a quick phone call to the BBC. Or at least it shouldn't. Wouldn't they have requested info on any complaints made to.the BBC, personnel info etc.
