In some circles it may be acceptable, but so is the N-word in some circles....that does not make it right for every occassion.
If you read the Tom Vickery blog he gives an example of the Stones greeting their fans on stage with the term Negrito. TV makes the point that that was meant in a spirit of respect and welcome, and received that way...he goes on to say that it is unlikely that that context (respect) was the one being used by Suarez. i think that is a strong conclusion.
