True. Rumours are permanent placement makes provision for the draft system you see all over American sports. This does actually promote competitiveness because top players can move to any team in the league but that competitiveness is only being shared amongst the same 20 or 32 teams (however big this competition becomes).

In football though, how would a tier 2 or non-league sides benefit from a draft system?
Will people actually sit back and watch Messi playing for Plymouth Argyle or Albacete

I have some family ties to Brentford and they're a club that has massively struggled financially in the past but have done extremely well for themselves, their supporters and their future through selling players to the rich EPL. It's just an example, that's all.
