Liverpool clearly bribing refs, they haven't been considered a big club for decades so can't be being favoured because of that.
Spurs not being in the top 5 shows we've clearly been 'done'.

This is the main reason imo. Even if the ref is biased he can't give a pen unless you are in the oppo box!
That said, it also makes a difference having a big crowd at your home ground because refs do bottle it at times.
PS it would be interesting to know what proportion of those pens were awarded at home or away.

Basically this, the more time you spend in the opposition's final third, running at defenders, getting crosses in, running in behind, playing through balls, and having shots, the more likely you are to win penalties, and freekicks in good positions.

Your stat is interesting especially as I heard recently that Arsenal was awarded only 2 penalties throughout the whole of last season

Secondly, I believe you have to force your own luck to get penalties. That is the more offensive teams will be in the position of getting penalties. It does help if you have a player like Ashley Young in your team however
A combination of serial divers like Stevie 'star jump' Gerrard and Ashley 'throw myself to the ground' Young and constantly being in the opposition box.
The fact Spurs have been in every season of the PL since its inception and have spent a lot of that time being in the top half of the table and often in the top 6, you really would think they'd be above say, Newcastle.
This is because over the entirety of the PL era, these 5 clubs or so have for the most part been the best teams, the most attacking teams, the teams that over 25 years have probably spent the most time in the opposition penalty box
Combination of factors, more attacking side, ref bottling it at certain grounds, some teams claim for absolutely everything knowing they'll get a decision eventually...
I tend to agree with the combination of all the above. But, do the fans inside the grounds play big a part in it ?

yeah a huge part in it and the managers
Totally, if the crowd keeps shouting for a handball eventually one gets given. Same when a player goes down...if the fans make enough noise its bound to have an influence on a 50:50 decision
Makes sense the big clubs having the most.
They never get relegated so play more PL games.
They generally attack and spend more time in the opposition's penalty area.
They attract the quality, silky players who win penalties
That probably explains the reason why Liverpool and Newcastle are up there
Bigger clubs have better players. There is still the view of just kicking and fouling the best players
