People angry that these women have waited until the've secured an £85k a year job, with full maternity benefits before becoming pregnant.

The US (who do it largely ‘covertly’ ), Chinese and Japanese economies have all benefitted immeasurably over the last couple of generations from state discovered, funded and sponsored technologies being gifted, domain-wide, to their respective industries.
It’s about ensuring that a fair share of the revenue/profits the innovation generates is returned to the public purse a) to the wider benefit of society, b) to create the conditions for a healthy and innovative technological sector (education, infrastructure), and c) to directly reinvest in R&D, rather than being spaffed on dividends and share buybacks to boost share prices, as is the wont of the executives of large corporations.

Energy, electronics, biotech, pharma - there’s *some* private money spent on the ‘D’ of R&D, but the ‘R’ is overwhelmingly done in most countries by directly taxpayer-funded public institutions or in the private sector with public money. That includes all of those I mentioned above, as well as most of Europe and the Asia.
Those governments that understand the importance of that public money, create and foster the right environment for an innovative technological/industrial sector, are receptive to public/private partnerships (which goes far beyond the state ‘picking winners’ ), and fund it all properly see economic dividends, and the smartest, like the Chinese, then ensure that when the benefits are seen, a fair share of those are pumped back in to the system rather than all simply being extracted leaving the taxpayer to again fund the next round of programmes from scratch.
