Why is it becoming so common that people are just driving into crowds? What the fack is wrong with these people?

I’d say it’s because it takes minimal planning, you can pick your targets with virtually no research and it’s virtually impossible for security services to predict and stop.

Their targets are insane and he just snapped because he was running well behind his schedule.

I do have experience of people burning out in the very high pressure industry I work in. People get ill, sometimes even want to top themselves. They don't get up thinking let me go kill a lot of people.
