Ok my actual final point:
You think that heroes would turn to crime if they could barely make a living and were not financially rewarded. I believe a hero's desire for a higher ideal would prevent this from happening.
I suspect we will have to agree to disagree here.
For what it's worth, I do think Stark or some one should at least set the heroes up with a place to live.

It’s currently on
The Dark Knight vs Endgame
My gut says Dark Knight but Endgame was part of something very special and was the end of an era....

If we are talking from a governments perspective, I would go one step further and say it's in their interest to have them all planted with a chip that prevents them from doing anything said government does not want them to do.

I think you have a very black and white view on heroes, the Guardians do 'hero work' for money and that's in the bright and sparkly Disneyfied MCU.
Yes, we will agree to disagree, because it would be gross negligence for the US government not to provide special financial support to people who risk their lives.
It might be a political difference - I don't see being paid to something as a corrupting factor. You do.

Well the Sikovia Accords were a nice way of doing that, essentially.
I am surprised even in MCUverse that there hasn't been examples of governments trying to bribe superheroes to do X,Y, or Z for them. I think some are more malleable than you do, but who knows...
I don't think they ever really explored the whole post-Sikovia situation very well as after Civil War they basically had to go to the Endgame storyline.

I think the MCU want to keep it as heroic as possible hence why they didn't explore the Accords in too much detail. Superhero blackmail or bribery would be better suited to a standalone trilogy outside of any cinematic universe.

The scene from BVS comes to mind, with Superman saving those people and then they all surround him and try to touch him as if he were a God.

Agreed. Watchmen is closer to what would actually happen but on a worse scale. If people had powers in 2021, it would be like the dark ages for everyone else. Especially women.
